Form-Based Alternative Overlay Districts
Dover, Kohl & Partners led in the creation of the Form-Based Alternative Overlay Districts as part of the Zoning Ordinance and Subdivision Regulations Rewrite for Henrico County under the direction of Clarion Associates. DK&P guided a series of public charrettes for five areas throughout the county to create form-based overlay districts as part of the Unified Development Ordinance. These sub-districts include the Brookfield Area, Parham/ Broad Area, Williamsburg Road Areas, Virginia Center Commons, and the Short Pump Town Center Area. These sub-districts will allow an alternative to the standard zoning for each of the sub-district areas. The overlay zoning allows more flexibility in uses in exchange for a more predictable built environment.
